9J4 is 9th September 1974, 1984 or 1994. What is on the sides of the block will give up what year.

Engine # is not a GMH number.

I'd walk away from that one. 12/77-1/78 engine number on a HQ era block (assuming it is a 1974 block not 1984 or 1994).

It doesn't matter if HQ engine number has gone.

If you want a HQ era block look for cast date in 1971-4. Will all be manual blocks with 308 on one side, and mostly all neoprene rear main seal. Will have QT, 11QT, HT or HZ engine number prefix. You will also find NT and 308N prefixed numbers in this timeframe too. Anything cast from around Exx1 to xxJ4 (xx is day of month) will be HQ era block but be wary of 1983-4 and 1993-4 cast dates. You can't confuse 1981-2 or 1991-2 as 1971-2 are US format date codes.
