Handbrake adjustment - EJ - bemused...!

Curious if anyone can help, or point out where I am going wrong...
Standard EJ rear drums. Have adjusted rear brakes (and to the point that the shoes rub on the drums & make pushing difficult).
As per std, it has the equalizer which connects the secondary cable to the rears, and an adjusting nut. Now if I adjust to make cable tighter, the handbrake handle travel reduces correspondingly as expected.
Hence the adjusting nut is determining handle travel, not ultimate shoe travel.
Wheel off, I can see shoes move when handbrake activated. Handbrake stops wheel solid when on stands, but not when on all wheels.
Does/can the handbrake arm in the brake 'wear'? or....?

The only way to do the handbrake properly on these earlier models is to pull the rear cable off, soak it in kero for a couple of days, pull the cable back and forth through the outer cable lots of times until it moves freely, then refit and adjust. The ca

Test the handbrake by driving about 15-20 kph on a grass or dirt surface, jam handbrake right on. The resulting skid mark will show if brakes have come on evenly. also NEVER park the car for long periods (more than couple of months) with handbrake on. The
