After converting the wb to a injected 304 will i still have to run a charcoal cannister, even though im running a swirl pot, to comply with emission regs?

Yes. Just use the canister off the donor car, complete with pipes and rubber fittings. You should be able to hang it off the WB support using the Commodore mount and spring in about the same place.
