Ive got an original ej 138 manual, that has sat in a shed for about 30 years or so. got it started, but is very sluggish when trying to drive. it rolls freely in neutral, could it be the clutch needs replacing? have to keep revving it to try to get it rolling when its running.

After 30 years, it would probably be a number of things including a slipping clutch, bad fuel, points, plugs, leads, timing, coil, overhead gear out of adjust, carby gummed up. If it has been sitting for 30 years, the problem that stopped it from being driven is most likely still there too.
Go through the process of elimination by replacing &/or checking items as would be done for a good tune.
Do keep in mind that even on a good day, a 138 is very sluggish.
If running OK, the grey motors are reasonable for what they are.
