Commodore Handbrake setup doesn't stop Torana

I have a Borg Warner rear end with Commodore Disc brake set up.
The hand brake system is the internal one with the brake shoes that press against the internal diameter of the rotors.
the handbrake is adjusted well and it stops the car when on an incline but when the car is rolling along a street and I hit the handbrake it cannot stop the car.
I never use the handbrake for this but isn't this a requirement by law?
Has anyone else had this problem? Any solutions?
Does anyone know why this happens, are the brake shoes or disc rotor too smooth?
I have also heard there are external type handbrake systems but do not know how they work.

Of the Commodores I'v owned with disc brake rears, none of them would ever do a Handbrakey. I think it's got something to do with those tiny Shoes compared to the Big old Drum type. It sounds like u've gone one step further by putting it in a Torana ? M |
