It does get a bit confusing, as some late HQs had them. Looking under my Premier it actually has the plastic clips for the canister line but it has a HQ fuel tank with venting pipes to atmosphere.

I know the canister isnt strictly part of ADR27 but look at the compliance plate for a 1974 HJ and there is no ADR27 on it which was the first of the emission controls, which was supposed to apply from 1/74.

Byron, I will contact him and see if he still has it, I will email you. My carby had the vacuum advance pick up on the front of the carby and the fuel bowl was vented.
Allan, ADR27 only refers to a PCV system and the idle screws were capped of. I got mine registered with no canister as that is how it comes. No-one can force you to fit a canister if it did not come with one. Go somewhere else, you do not have to deal with fools.(and tell your mate)
