How much vacuum should a standard 186 have at idle compared to a 186 with a stage 3 cam?
I’ve got 17” hg at idle

Normal idle vacuum for a stock 186 should be around 19-inches.

The bigger the cam, the lower vacuum. A big cam will have a low vacuum at idle.

Stage 3 cam doesn't mean much these days, that's very much a 70s thing.

It's the actually the duration & lift that is important.
