Some of the Fleet users are
Australian Paper Manufacturers Adelaide City Council Amos M. Coulson, Charles Transport Dales Soft Drinks Houlchans Transport Hornibrook Bus Service Hodgson & Lee Jenell's Furniture Removals John Martins Kellogs Murray Moore Marcus Clark & Co Mayne Nickless SA E&WS Steel Bros Shortland County Council Waverley Municipal Council
My list is from the late 70's and the code was in use before 1961 so there will be plenty of other users. The code was updated in 1981 to the new Dulux system of 1C034 and survived after that as it has 2 other combination numbers 1772 & 2055 |

Shortland County Council (later Nesca, Orion, Energy Australia then Ausgrid) is a good bet for 1968. |

What you have describe is HQ on, except the glovebox, which is the same as ignition. They also give you two ignition keys at some stage, one that will open the glovebox and one that will not. so if you have valet parking or leave with tyre place, you can lock valuables in glovebox and they cannot gt them.
Early Holdens one key fits all.
