have an ej ute. It has a hr disc brake front end, and hr rear drums to suit. I have changed the back shoes, installed the same way they came out. (small shoe to front etc.) I have the adjustment all the way in, drum spins freely without the wheel. When I put on the wheel and tighten it. It will not spin by hand, really stiff. passenger side is worse than drivers side. I can drive forward and reverse, but it feels like the hand brake is on permanatly. Is this normal? any suggestions.

You could try putting the wheel nuts on backwards without the wheels on (flat face against drum) not too tight just enough to hold the drum in the correct place.
Then tighten the adjusters up until you can't rotate the drum any more. Tighten a little more, pump the brakes and then back the adjusters of a little (until you can turn the drum again) and you are done.
You don't mention what wheels you have.
I once was caught when I put mag wheels on an old Valiant the three casting lumps on the outer face of the drum were hitting the wheel spokes. Once the wheel nuts were tightened the drum was being pushed hard against the backing plate causing similar symptoms to what you have. The fix was to remove the wheel and rotate it a bit then re fit it so that the lumps were between the wheel spokes & no longer hitting the wheel. |

adjust the brake so it only does 2 complete turns with a firm spin of the wheel by hand.
go and buy a bicycle tyre lever- these are perfect for adjusting drum brake liners |
