I don't know if I am missing something here but I thought club rego was for cars that came standard from the factory.Also I thought they had to be over 30 years old so how is it that highly modified car are getting away with this,has there been changes in the scheme as there seem's to be a lot of cars in QLD that are on club plates?

The rules in each state are different.
In Qld the club rego laws originated from the hot rod rules, so simply, the car must be at least 30 years old and you need to be a member of a recognised club.
The car can have any modification, as long as it is legal.
Club rego allows 1) test drive to 10km from place of garage, 2) any distance, within reason, for repair (taking into account specialist repairers), 3) any club outing advertised in their magazine.

WA requires that A) you are a financial member of a club B) car is over 25 years old C) is stock with no modifications D) must be road worthy E) must be registred F) must display the word HISTORIC above/below the current number plate G) Can not be used as a daily driver |

Vic requires you to have paperwork signed by VicRoads authorised club (Club designates if they want to do stock or modified providing engineers reports etc)
Vehicle over 25 years old
Must use Vicroads issued permit plate
Can be used for 45 or 90 days of the year any day, anytime at all, must be logged in a log book.

In NSW it's called HCRS (Historic Concessional Registration Scheme).
Car has to be 30+ years old & stock, although 'period accessories' are allowed. No log book to fill out.
Car is allowed for used on any club run or any other run as long as it's listed in the club mag. There is no limit to the number of runs or days, meaning you could use it for both days of every weekend (if you had that many 'runs' listed), so 104 days would probably be it. If you're caught driving to work on a week day, you would most likely be booked for having no rego, unless you were attending a genuine club 'event'.
You can also drive a 'reasonable distance' for servicing or repair as required. Years ago this was limited to 5 miles or so but they had to reword it for country guys who lived a long way from town.
Highly modified cars are not allowed on NSW HCRS.
