Im looking to change the steering arm in a Lx torana sedan. is a GM8329 the same as or different to a Harrop Engineering arm P/No9931634 or 99-ARM2066-10 ?

The Harrop arm may be a repro of the A9X arm. The should all be adjustable anyway.

yeah the harrop arm is for A9X geometry, I take it you are puting on a set of UC upper control arms. I run UC steering arms and uppers with HQ stub on my lh and it rides great
