The 4th hole is for the 'rat trap' clutch mechanism fitted to some HK/T/G.
You could brace the box in some way, but I think it really only flexes, to any great extent, at parking speeds, when the effort is highest.
If you're chasing wandering on the open road, I'd be checking the bearings & lash in the steering box (& linkage) & most importantly the caster/camber of the front suspension. Original HT alignment specs aren't much chop with modern low profile radials.

Yeah, scrub radius too far out will make it feel very twitchy.

The extreme end of this problem happened to my car which was fitted with the original 16.7 :1 steering box and at that time running 8 inch rims, with the whole housing cracking somewhere between the base of the steering box housing section and the base of the alloy housing for the sector shaft (this was a long time ago but I think it was probably was between the upper and lower mounting bolts ) At that time I pulled this box out and threw it away. Fitted another one from a Kingswood which certianly lessened the amount of effort for low speed steering and from memory seemed ok at higher speeds . This result might be unlikely in your case but maybe worth a close look at the housing.

...the steering box adjustment may be over tight, or the oil too heavy...this does cause wander and is not factored in greatly a lot of the time

..slack steering with "skinny" tyres means trouble, whereby the same situation with wide tyres tends to negate the effect.. ...i'm pretty sure the 16:1 steering boxes were set up reasonably slack..and that set-up with the factory wider tyres when new tended to equalise the "feel" when driving at a decent clip.. ...Alan .. 20:1 steering and high speed are nothing but trouble....have you checked your S/B ratio?.... ...i was thinking more like cambered roads or highways rather than flat tracks, where this situation/problem may manifest itself in a more pronounced way....

I've seen early holdens with a brace from the steering box cover bolts to the inner fender/subframe. Wouldn't this have a better effect on steering box movement ?
