VY S2 thin brown film in cooling system

I just picked up my first commodore and noticed there was a thin brown film around the radiator filler neck and signs on the overflow bottle dip stick.
I have read elsewhere that this migh be from pellets used by GMH????
it is a V6 auto VY S2 wagon, holden ceritfied and with 77kms on the clock.
Is this normal?
