Water Drain Tap on Grey Motor Leaks? How Fix?

I have turned it both clockwise and anti-clockwise to try and shut it off but it still leaks. I dont want to force it. Which way should I turn it to close it so it doesn't leak? If it is broken or continually leaks what can i do to repair it? thanks Jeff
