I have a V8 engine and the camshaft and crankshaft has a some surface rust on the parts that the bearing goes on, can I just get some emery paper and remove the rusty bits or would I need to take them to an engine place.If I do need to have some work done would I need to take the block along to.

How much surface rust? If it is just a hint emery paper should be fine. I'd be checking the size of the journals on the crank for bearing size. Also check the bores of the block for any signs of wear.
