What about a supercharged ecotec? Drop an L67 into it, and for less money than youd spend on heads & roller rockers, you should be able to boost it (undersize pulley), intercool it, and see low 13s comfortably.
A set of 3.7 or 3.9 gears is quite a common swap for VT-VZ, and most diff shops would be able to quote you over the phone. It will make it accelerate a lot harder, but if its a work vehicle that sees consistent freeway use, then he may not like it so much.

Tell your mate not to forget to buy himself some cab charges while hes out blowing money. Theyll make it easier for him to get home when it gets impounded. Seen it all before.

Why the heck did he spend $$$ on a stally when he has a stock engine?
Most popular diff ratio that still returns good cruising economy is 3.7:1. 3.45:1 is also a nice improvement on stock. But neither of them are a straight diff swap out of another car - you need to change gears and centre if you want LSD.
There are a few cam/chip combos out there but hell need cai, extractors and exh. A set of high ration rrockers (yt) will get it moving too - but with a stock stick.
