Hiya..
Ive a VN commodore in excellent cond (130,000 kms) and everything works except for this damn fan.
It'll work on 3+4 but not low settings (1 + 2).
Someone had a bit of a look at it and said they thought it was a rheostat or a relay or something?
Any ideas, fastlane?

fan speed resistor up under the plastic panel under the wiper arms?

Common fault with the VN.
As Petaus said, its the fan speed resistor which is hidden under that plastic trim thingy under the wiper arms.
Easy fix and very very common.
