Got some sleuthing work for you.

If you know of any 1974 plated HJ commercials, can you possibly have a look at the spot where the retractable seat belt mechanism goes on 1975 onwards commercials (about shoulder height for an average height seated person)?

Ive come across GMH literature that states that prior to 1/1/75 retractable front seat belts were optional in HJ and not available on commercials. After 1/1/75 they were mandatory on all HJ's.

I found a 10/74 Dandenong HJ ute in Greg's yard this afternoon that had aftermarket retractables bolted in the bottom (HQ) holes, and the upper holes for retractables were there but filled with white caulking compound similar to the stuff used on body joints. It wasn't flush either, it stuck out a bit roughly like I'd expect factory stuff to look. When I dug it out the threads looked unused.

Just interested to see what others find.
