What is the correct measured deflection midway of the drive belt between the alternator and water pump for 4.1 xflow (from the normal horizontal position to the maximum depressed position) mine is adjusted to 1/2 inch but slips on occassions but did not want to overload the bearings

1/2 sounds about right. You might want to look at the condition of the pulleys. V belts work by flexing around the pulley and squeezing onto it with their sides. If the pulley has a ridge worn into it the belt won't go down far enough to flex properly.
