Is the HK Brougham beaver panel different to the sedan?

Just spotted this on american autos.

Am I looking at it wrong or is this only a partial beaver panel?

hi this lookd like a rare spaers or simlilar beaver, which is only the lowr half.
there is a complete hk beaver out now which im sure could be trimed to suit.

I have used the lower beaver replacement for HK sedan. I used it on a Brougham, and it was suitable.
