202 carby floods on cold start even in a frost

Hi, my 202 (red motor) carby needs some pro advice. Engine & carby are fully done up 25,000 miles back & slowly carby has altered over last 6 mths. I dont need choke at all in a startup in a frost. 15 seconds after starting she tries to flood so I rev her a little til it subsides. Takes 10 minutes to come right & not stall at lights etc. A mate says I have float/leak problems. Sure sounds a possibility; is this where I should start looking? Getting worried. Should I clean out the breather hose from rocker cover to carby/manifold? Someone said it can foul up. But after 25,000 miles?

My bet is needle and seat(replace)and then I would check float height and leaks,or just get another carby(way easier).
