From what I recall the tail lamps on the rear guards were an option.
they comprised the lens and a light metal backing plate with an external thread to allow you to attach them to the chrome fin.
It was only the FJ Specials that had the chrome fins, Standard models did not.
Cars that did not have the optional tail lamps had red reflectors fitted into the fins for Specials while the Standard models had the reflector either attached with small brackets behind the rear bumper or screwed staright onto the body. There were a number of variations.
To get through inspection and get your car on the road it might be easier in the short term to remove the faded lamps and replace them with a pair of reflectors. You could justifiably argue you are presenting the car as it was usually manufactured.
Short of that may be you could adapt a pair of the small old style Lucas tail lamps such as were used on Austin Healeys etc.
These are readily available repro off the net.
I hope this helps.
Cheers

Can you install coloured bulbs to get you through?

Or... http://www.fxfjholdenclub.com/For_Sale.htm

Dave, I beg to differ.

To my knowledge the FX series had no reflectors that were factory fitted, but by FJ time they were a compulsory fitting, although I'm not 100% sure on the exact introduction date. All FJ sedans, had the reflectors fitted to chrome 'pods' fitted to each rear guard & the Specials had the extra chrome fin fitted to the top of that.

In NSW (& maybe some other states) rear reflectors have now been made a retrospective fitting to all early cars for safety reasons.

You are correct in that these 'tail-lights mentioned here are an accessory fitting & a very rare one at that.
