Ive heard that some new regulations due to take place in vic for rwc testers, including something about pictures to be taken of vehicles presented and so forth.
Can anyone tell me anything about this, or even better email/link me a copy of any new regulations?

11.38@117mph will go quicker
11.34@121mph went quicker and faster, just not quick enough.
now being rebuilt with less cam, much less comp, and a turbo.

as far as im aware its well and truly active
my mate with his rwc licence made me do my rwc before the last finanial year because of those reasons, was legit but still on a car that i dont really want pictures taken of

Sounds like what the NSW DECC inspectors do (and have done for 3 years now) when a car is defected for "environmental" reasons (ie, noise or emissions) and issued with a DECC notice (would have previously been called an EPA notice).
The inspectors photograph the car as presented, perform any required test (say noise, or inspect replaced pollution gear), and refer it back to the govt dept. The govt dept decide if it passes or not, and they keep those records (including the photos) in case the car comes up again.
It would not surprise me if Vicroads follow the same "proven" methods that have made life difficult for NSW car enthusiasts.

I was told by a RWC inspection mechanic I know, a while ago that they will have to have a computer and be online, so they can take pictures and submit RWC online. Think of the scenario where a RWC is provided for a lowered car to get a defect removed, and then after removal of defect the owner goes home, and hours later has it lowered and is out cruising and defected again. The RWC inspector has proof that it was ok when they approved it earlier that day. I would think that after a couple times of this, then the owner of the car will be in more serious trouble. Exactly what happens in NSW now Peter, except it is currently limited only to "environmental" issues. However, this also includes mods to ignition systems (a Crane Hi6 on my mate's VK Group A was pinged - so too the Brock cold air tray).
They submit the pics online. It was explained to the DECC testers that this was to cover the tester's butt, so if the owner went home & put all the "illegal" gear back, the tester would not be held liable for not performing a proper test, but we all know it's so they have a record of the first offence, so that the second offence can be held up in a court of law, and the owner will suffer the threatened $10K pollution fines with no way of claiming ignorance or first offence leniency.
Yeah, I may sould a little cynical, but we are having more & more restrictions placed on us, and car enthusiasts are easy targets for the government, thanks to a small minority of idiots making us all look bad to the joe average voter.

Best thing do is write to to the minister and outline your concerns.
I just want to to know are these laws for all cars ? or just older cars ?
My ute 1977 HX did not come out with noise or pollution controls ?

wow, so its happening then. The cynic in me says it aint there to protect the issuer of the certificates, rather to identify cars that are modified and weed out RWC issuers who may interpret the rules "differently" to the intended nature of them, especially on (safe but not "legal") modified stuff. I dont particularly want an old car hating beauracrat having easy access to pictures of my perfectly maintained and safe vehicle, which is why it doesnt go to shows etc. Theres a shiny no prize in it for anyone who can find online regulations re: these new RWC requirements and testing procedure in vic.

My how things have changed.
Back in 1989 I presented my VC Commodore for it's annual rego test. The Starfire 4 was gone and in it's place sat a 179 which had a Yella Terra head, XU1 spec cam and a 4 barrel Holley on a Cain manifold amongst numerous other mods.
The inspector pinged me for the cannister not being hooked up to the carby. The hose was neatly tucked in front of the radiator and the inspector found it in about 2 seconds flat. I was required to drill a hole in the top of the front float bowl and fit an elbow to which the hose could be connected.
Of course this meant that some of the evaporation got reclaimed by the cannister but nowhere near all of it.
However with the 179 I don't think that the car would have a hope in hell of getting NSW rego with the 179 (I lived in the ACT)but a couple of years after I sold it I saw it in a Queanbeyan used car dealers yard wearing NSW plates. Maybe it ended up with a blue 6 transplant who knows.
Vandals and graffiti "artists" do everyone a favour and target parking meters and fixed speed cameras only. |

1976 HX ute still has pollution controls, ie ADR27A. So depending uon auto or manual, V8 or 6cyl it could have EGR, advance control, sealed carby mixture screws, canister (not part of ADR27A) etc.

If you want less compliance issues go pre ADR27-A (i.e)pre 1st July 1975.

Nick, the intro date for ADR27A was 1/7/76 & the intro date for ADR27 (less restrictive) was 1/1/74 (actually introduced 1/9/73 on Holdens). just bumping this since I managed to see a copy of the requirements from Prickroads today.
I might have to build a clone car thats in standard condition for the photo shoots when the inevitable yellow bird lands on my windscreen lol
