Are they run of the mill child seat/bassinet restraint mounts or something else?

if they are child seat restraints, are they the type used in the dealer fitted option of the time? if there was such a thing? (pic is of a 73 HQ wagon)

I havn't seen them for years! They are the first of the child restraint anchors sold. I think by Hemco. The belt had a buckle with a mirror reversed slot that twisted 90deg. Thank goodness we have progressed a long way since then
