The ignition barrel in my old hx never needed keys to use, it could be turned all the way through acc, lock, on, and start with no keys. It is the silver kind with 2 tabs on it. Is it broken or what's the go with it?

How hard to replace? I sold my car and the bloke who bought it is whinging about it, saying he wants $200 to cover it. I looked on eBay and they can be bought for around 20 bucks, that's $180 for labour! There's no way I'm giving him that, but what is it worth?
