Too much fuel to the point of fouling spark plugs, is not a jetting issue it is a serious fault. Although a 223 @ 0.050 cam won't suck much vacuum either.
I'd be looking at float levels, fuel pressure, incorrect assembly, jammed power valve etc. etc.

My lists don't mention a 23-3025, is it a BX carb or a WW ?

Is it a 23-3045? This is a pretty common HQ 253 carby. |

3/8" would be a very large main jet, more suited to a Top Fuel Dragster me thinks.
Most BX Stromberg main jets are in the 0.052" to 0.059" range.

Main jets really only effect mixture at cruise & WOT, not at low RPM.

As I said, you have a serious carby problem, or the cam is just too big & the carbies will need to be modified to give a good fuel supply at low RPM & off-idle situations.

You need a good old fashioned carby tuner to look at it. Where do you live.

The only six X2 carbies that I have listed are:-

 23-3009	BXUV-2 Early HD 179 ci (X2 Front)	Auto & Manual
 23-3010	BXUV-2 Early HD 179 ci (X2 Rear) Auto & Manual

 23-3015	BXUV-2 Late HD 179 ci (X2 Front) HR 186 ci (X2 Front)	Auto
 23-3016	BXUV-2 Late HD 179 ci (X2 Rear) HR 186 ci (X2 Rear)	Auto

 23-3023	BXUV-2 Late HD 179 ci (X2 Rear) HR 186 ci (X2 Rear)	Manual
 23-3024	BXUV-2 Late HD 179 ci (X2 Front) HR 186 ci (X2 Front)	Manual

I meant the outside diameter DR Terry, my mistake. The Jets are 055 but it is running too rich. Can you remember what sizing the X2 Jets were?
Engine is running fine but still to rich, if fuel is too rich will this affect Vacuum?
