it is not a faded amber from what I can tell, inner and outer appear clear

These are export versions. They're used in countries where they have red rear blinkers, similar to yank cars.

These were the standard types in South Africa.They may have been found as surplus by someone travelling over there.If you used them here you would have to put in amber globes.
