There is a tool but it' not really necessary. May ways to do it. Two common ways are to 1)punch them in (very sharp cold chisel) then grip them with a pair of multigrip pliers or vise grip pliers and pull them out, or 2) use a slide hammer if

when you punch them in just hit one side and they should spit the half you dont hit out enough to grab with the multygrips as paul said
