The rear main seal. One is 2 piece (early) and one is 1 piece (late).

It has nothing to do with EFI OR pre pollution ?? Just the Rear Main Seal?

That's correct. Although the factory installed one-piece blocks are all from later years with "pollution equipment". That doesn't mean you can't stick a crate motor in an early Holden though.
