HQ ignition jumps sproket when turning over

Hi when I try start my car the key goes to far and then the steering makes noise like its tryin to lock.
I took ignition out and replaced the little plastic cog thing but it still jumps the teeth on that rod that goes to the ignition box down the steering column.
The parts it has are Ignition barrel,plastic cog.flat bar with teeth connected to a rod going to starter switch.. and a small spring steel part that pushes on the flat bar with teeth.
