Ive overhauled the master cylinder with a new kit as it had been leaking
Bled the brakes in the correct order
Still don’t have much of a pedal and the stopping power is ordinary
Ive nearly got the foot to the floor to keep the vehicle from rolling
Pads and hoses are ok
No leaks in the system

Check the reaction disc hasn't fallen out inside the booster. Had this happen on a UC once (late one with Commodore cylinder) and it behaved like you describe.

you did put the seals on the right way?
what you describe means that is a possibility
