I’ve recently rebuilt the master cyl on my vc due to an internal leak
I’ve bled up the brakes with a power bleeder but I still have a real low pedal. How would I test is the booster is the problem

booster the problem with low pedal? unlikely (unless you played around with the booster pushrod which is not part of a Master rebuild)

low pedal... is air or poor sealing/seals usually.

did you make sure the seals are the right way on the pistons? don't larf ! PBR could (and did) get them the wrong way from new ...

What is the state of the hoses? new or 40 years old?

When I installed the seals I followed the direction the old seals were facing
Hoses look ok

And check the reaction pad hasn't dropped out. I chased low pedal and spongy brakes on a UC years ago with the same style master cyl as a VC. Drove me nuts for weeks until someone told me the reaction pad must have fallen out. Fitted a new one and it was back to how it should be.

HK.. I agree, if the reaction disk in the booster has been affected, yep crappo pedal for sure !
but
the thread starter mentioned only a rebuild on a master and I can't see how that would affect the booster in any way

The pad fell out on this UC inside the booster when I changed its master cylinder. It had crap pedal afterwards, and 4 different cylinders later an old brake bloke told me that was what it'd be. Got a new one and pushed it into the booster behind the master cylinder rod. From memory the rod came out with the master cylinder and the reaction pad (sometimes called reaction disc) came out behind it and fell down inside the booster.

From memory when I pull the master off, all there was was the pin coming out of the booster making contact with the booster piston
