If the engine is due for a rebuild stroke it to 3.48". Cheapest and easiest power/torque increase per unit.
If the engine is OK:

New cam and lifters degreed in properly;
Adjustable timing chain set;
Extractors and decent exhaust;
HEI dizzy;
Rebuilt Rochester.

Change to 3.55 diff gears to give it more go if its only used around town.

cheapest power upgrade (if you havent already) is to upgrade your spark, first and easiest thing to do is to put in a HEI dizzy, then maybe something like a msd ignition, and some brisk plugs, thats exactly what i did chacing some quick and easy power, the differance was huge in all areas, cold starts expecally better

really depends on your budget and thirst for more power

cant see any advantage to an MSD over a properly rebuilt and curved standard HEI.

For 90% of road going vehicles NOT running 9s, your money will be better spent elsewhere.

dont waste your time or money with a stroked/beefed up plastic, just put a big block in it and you will have tonnes of torque and power, and if its late model Gen 5 or 6, its easy, cheap, reliable and awesome

If its a TH400 (which it should be for a 308 auto HJ), then Frank isnt all that far off the mark, but a BBC might be a bit much for you. Maybe a 350, stroked 350 or 400 might be something worth thinking about? I know it means new exhaust and radiator but you may need these for the 308 anyway? And if you were contemplating a rebuild with new inlet, dizzy, carb etc it might be worth thinking about.

Note also that a better torque converter for the TH400 is also worth consideration. A new dominator suited to your application isnt all that dear and will improve a TH400 out of sight. I bought a powertow Dominator converter built to suit a BBC for about $500.
