they made me take them off many years ago when I put an unreg car over the pits, that was in perth. your main hassle is insurance, if an accident happens the insurance might back off. personally I liked them, but that's our nanny state.

I believe they are, in Vic at least. Now, the safety chain coupling is required to be connected to the fixed structure of the towbar as opposed to the removable tongue. Your states rego. website would be able to confirm correct rules for towbar compliance.
