A little drama. How do I get it to return or get at it to release it ? Thanks in advance...Jack

Try tugging sharply on it a few times to see if you can release it & allow it to retract. If that doesn't work, then you'll have to replace it with another one.

Yeah Mick thats what I 1st thought,but no.So now how much trim to remove to get at it ?...Jack

You'll need to remove the rear seat base, then the backrest on the offending side. Then you need to remove the bolt at the bottom - holding the end of the belt to the floor, between the 2 seat sections. Then pop the seat-belt surround trim indsert bit out of the hole in the pillar trim - pop it from the end so you don't break it. Then pull the C-pillar trim out, and you should be able to access the pivot bolt, and the retractor wheel bolt.
Best bet is to visit a "u pull it" type of wrecker, where you can practice on a VT-VZ (they're all the same) before you let loose on your own car!
