should early type hq coupe front seats have a tension spring(large coiled spring)on both the inner and outer mechanism? both my seats only have them on the outers

I'm sure mine (late 1972) only has them on the outside with the adjustment lever. not 100% sure tho been a while since i fixed the ratchet teeth.

Yes they should only have the tensioner spring on the side on the outside.
