Turbo 400 gear box/ torque converter problems

I have just put a fully recon turbo 400 with a Dominator 2700rpm stall converter in my HQ ute running a 355 stroker. When i put the car in any gear it does not move at all. I can see the fly wheel and torque converter spinning. It wont even move when i give it a good rev. Does this indicate that the torque converter i have put in is shagged? I have used this torque converter in the same car with another TH400 and it did the same thing.
Any ideas of what this could be or am i right in saying the converter is stuffed?

Did you pre-fill the torque converter with fluid first? It should fill eventually I think but it might be empty?

Did you install the conveter correctly? ie put on, spin and push, spin and push. It goes in twice. |

Yeah i did pre fill it and yes i turned it left right left etc until it was fully locked in. I had no dramas putting it in and bolting the box up to the engine so i assume it is installed correctly. When it was in the old box i had new fluid in it and when i drained it it looked fresh still (not like it had shavings all through it). |
