I have removed the fuel tank and have cleaned it up with some degreaser and muscle.

What are the fuel tanks made of? It looks as though there is a little bit of surface rust.

Once cleaned up would I need to seal the exterior or..

Fuel tanks in those days were made of pressed steel & then zinc plated, I believe.

The plating will be very thin now. which is why it has rusted. I would clean it thoroughly & use some epoxy type paint to restore it.

I was thinking of using por15 rust paint as primer then some chassis black on top.

That POR is some strong stuff.
