A mate just bought an imaculate original HQ LS with a 202 and on the engine he found this 'Engine Reference' tag. I've never seen one before.

It says 'Code No. 1983 Engine Reference' . . anyone here know what its for or about? Is it a factory thing?

I can't answer your question but I come across the same thing on a low mileage HR Premier I had. Tag looked remarkably similar.

Was tied on left side of engine with wire, near where the sump bolts to block.

Yep this was wired to the same location

Strange..Got me searching for answers to now. Maybe one of the guru's might be able to answer or at least have a guess.
