are all 253 308 red and blue heads the same and interchangeable? cheers

253 and 308 are identical for the same model and ADR levels, with the exception of the LH SLR5000 with L34 option and the 5 litre engines in some VH Commodores with HDT big valve heads. I've left out any VK examples as there is no 253 engine. Apart from t

Which heads have the EGR ports? Only the blue heads?

ADR27A red heads too, but not always used for EGR as some manuals had no EGR valve.

Exhaust Gas recirculation. Part of ADR27A pollution requirements introduced in early 1976 on passenger cars and derivatives. Basically exhaust gas is redirected to the inlet manifold at certain vacuum and temperature conditions to lower exhaust emissions.

If your doing up a Blue 253 then the existing heads for gas flow would be ok? reasoning- the 308 are the same heads but the 253 about 20% smaller motor and gas flow so plenty big enough?

Yes. You shouldn't ever touch ports or valves on a 253. You rarely need to touch them on a 308 for street use.
