Lets say an engine was fully rebuilt and then sat unused for 10 years would the piston rings need replacing or could they still be used without any problems.

If the bores are still clean and new looking then the assembly lube has done it's job and preserved them and probably the rings too.
If you are worried pull the pistons out and inspect the ring faces for rust or pitting.

The engine had never been apart and yes the cylinders are as shinny as new. I see what the new set of rings cost first before I replace them.
