twist the tags on the inside of the slats with a pair of pliers to 1/4 turn.

Adam is right, but you will not be able to access all the tags. A mild steel, 3/8 bolt with a 90 degree bend in it & a slot cut into the end with a hacksaw will allow access to the tags toward the end of each slats. Easiest access is by first removing the bonnet catch panel above the grill. Try to only bend the tags in the same direction that they have already been fitted.

It is not uncommon for some of the tags to be broken off. Yeah access by removing the top radiator panel and/ or the radiator will give you access to the tags.

If the tags are broken, then you may have to look for some replacement slats.

If it is old or rare - Cut it! http://www.ehlimo.com.au/

Just give the tags a tiny tweak as per the previous. Stainless wont work harden as quickly as some other alloys but slowly does it, just enough to pull them in.
