I have an HT Holden which has two ID plates. The small plate, I understand, has the VIN number and the larger one contains body information. There's also the chassis number stamped on the firewall, of course. I'm wondering where the compliance and manufacturing date information is. I understand Australian Design Rules 4 & 5A came into effect Jan 1, 1969 for front seat belt & anchorage points but my vehicle doesn't have a plate to indicate compliance with this. How can I know when my car was manufactured if there's no plate for this? Is it normal for some HTs to not have these details?

If it only has two plates, it's pre Jan 1 1970. There are no ADRs listed on these age cars. If you put the numbers off the firewall (the vehicle serial number) and the information off the skinny tag up, someone will be able to tell you more accurately what the build date is.
