Hello all, I am fittings commodore vy steering column to an eh, I'm using all the electicals except the airbag srs system. Does anyone know if the actual air bag and propellant in the horn pad can be removed from the horn pad ?

No need to remove as it is a passive device, ie needs power to activate. So if you do not wire it up it will not go off.
