I have an HQ with a 304 engine, Holley carburetor and electric fuel pump.
In general, should electric fuel pumps have a pressure regulator between it and the carburetor ?
I don't have a separate regulator, and I don't think the pump has a built in one. I've always wondered is I should have one.

The fuel pump I have is this one:

Carburetor is 4165 type (List =6498)

Have a look on Holley’s site, they should have the recommended fuel pressures for their different carbs. If you can’t find it I’ll see if I can later.

This Holley pdf suggests 5-7psi, with minimum of 4psi at engine redline and 7psi at idle. Very different specs to your fuel pump!

I think that pdf is applicable to your Holley, I read a 6498 as a 650cfm spreadbore double pumper.
