A very common fault with HQ through to HZ speedo's was the seal on the speedo cable driven gear. WHen the seal packs it in, gearbox oil works its way up the cable and into the speedo head, giving the symptoms you describe.

Check for oil in the speedo head as Dave suggested but if there is none coming up the cable then try lubricating it. I worked for a Holden dealer when the EJ, EH and HD were new and this was a common complaint. All we did was pull out the inner
